Empowerment is not a poster on the wall. It is the combination of authority, context, and tools that lets an agent handle a customer's question in one move instead of five.

Three things have to be true together for an agent to actually be empowered. Authority: the rules of the business have to grant the agent the discretion to make the decision the customer is asking for, within clear limits. Context: the agent has to know enough about the customer, the policy, and the precedent to make that decision well. Tools: the agent has to be able to act on the decision in one step rather than working around three systems and a supervisor approval. Strip out any of the three and the empowerment is decorative.
